  • 1. The reasons for the clash between the
    executive and legislative branches of government
    over the issue of Reconstruction, and the events
    and forces that affected the development of the
    Congressional Reconstruction plans.
  • 2. An evaluation of the Reconstruction experience
    for blacks.
  • 3. The differences between the provisions of
    President Johnson's Reconstruction Plan and its
    actual operation.

Executive Viewpoints on Reconstruction
  • Lincoln wanted the 10 Plan which allowed for
    people to vote who were for the Union.
  • However Johnson offered amnesty to all those
    except confederate, civil, and military officers
    and those with over 20,000 dollars
  • They must except minimum condition involving
    slavery, seccession, and state debts
  • The Johnson set up a government in the
    confederate states until their own elections
    could take place
  • Johnson would give pardons to those who asked

  • 13th amendment gave them freedom in Dec. 1865
  • 14th amendment provided rights and security to
    blacks in July 1868
  • 15th amendment gave all males the right to vote

  • Women were furious that they could not have the
    right to vote

Final Analysis
  • Reconstruction was a failure
  • The officials who were in charge before the civil
    war were again in power.
  • Blacks wouldnt receive respect for another 100
    years when the King came.
  • Blacks were still enslave in a sense because they
    were share croppers.
