Natural Amenities Committee Recommendations for
Cluster 6
- Protect and expand the riparian zone along Mill
Creek and its tributaries. - Restore, rehabilitate and expand recreational and
natural opportunities within the cluster I.e. the
Sheridan Playground and Bancroft Playground. - This cluster is not well endowed with
recreational opportunities. There is a need to
create new neighborhood recreation facilities. - Establish a hike/bike trail along the Columbiana
Port Authority RR corridor to link to trails
existing and proposed along the Mahoning River. - Establish green corridors along streets with
access to Mill Creek Park.

16Residential Activity in Your Neighborhood To
stabilize at a population of 80,000, Youngstown
has an excess of over 3,000 housing units. Any
new housing construction effectively calls for
the elimination of existing stock elsewhere.
Housing Committee Recommendations
- Increase the level of housing code enforcement.
- Stress zero tolerance for egregious violators.
- Enforce quality of life laws, e.g. noise levels,
lewd behavior. - Create additional greenspace and playgrounds as
per neighborhood needs. - Involve neighborhood associations to maintain
security and cleanliness efforts. - Attempt to create joint patrol districts with
Boardman to coordinate crime prevention and law
enforcement along the border.
