Lincoln Knolls and Youngstown do not exist in
isolation. What happens in Campbell
and Coitsville matters.

Lincoln Knolls Neighborhood conditions are for
the most part good and indicate
stability. Problem areas are scattered in the
cluster.

Natural Amenities Committee Recommendations for
the Lincoln Knolls Cluster
Protect and expand the riparian zone around
McKelvey Lake and along Dry Run through Lincoln
Park.
Restore, rehabilitate and expand the clusters
existing green infrastructure, i.e. Huxley and
Lincoln Parks and the undeveloped greenspace
scattered throughout the cluster.
Set aside and preserve wetland areas in the
cluster.
14Recreational Activity in Your Neighborhood Is
there enough? What should it be? Where should it
go?
15Residential Activity in Your Neighborhood To
stabilize at a population of 80,000, Youngstown
has an excess of over 3,000 housing units. Any
new housing construction effectively calls for
the elimination of existing stock elsewhere.
Housing Committee Recommendations
- In the Lincoln Knolls neighborhood cluster, fund
and encourage housing rehabilitation rather than
demolition and new construction. - Enforce existing housing codes and business codes
for appearance. - Utilize vacant lots where appropriate for mini
playgrounds - Prohibit new residential subdivision without a
comprehensive development plan approved by the
planning commission. - Encourage new neighborhood recreational use in
the cleared areas of the Lincoln Knolls Plaza.
