Why Do We Penalise?
  • A penalty is awarded when an offence is committed
    by any player on or off the pitch
  • The penalty should only be awarded when there is
    no greater advantage for the attacking team to
    play on

Where to Award the Penalty?
  • At the infringement
  • Most penalties will be awarded here
  • Downfield
  • Awarded downfield if offence is on the kicker or
    chasers
  • Advance 10m
  • Players disputing the penalty
  • Referee abuse
  • 10m in from touch
  • Free kick restarts to be taken 10m in from touch

Advantage
  • The penalty must be of greater advantage to the
    non-offending team
  • Wait until play has reached the advantage line
  • Decide whether there is a clear opportunity to
    gain field advantage or score a try
