What is the JHA?
  • JHA is a work authorization that describes
  • The tasks that comprise the work
  • The hazards associated with those tasks
  • The controls that mitigate the identified hazards
  • Answers the request posed in the field
  • How do you know how to do your job safely?
  • Applies to all Work and all Workers at LBNL
  • Does NOT apply to UCB space
  • Addresses new policy and audit requirements
  • PUB-3000, Chapter 32 (LBNL Health and Safety
    Manual, JHA Chapter)
  • Addresses 10CFR851 (DOE requirements on top of
    OSHA that could impose financial penalties for
    oversights)
  • The JHA will replace the JHQ but they will run
    parallel until June 2008

How does the JHA process work?
  • Worker enters JHA software and generates
    preliminary JHA through subscription to a Work
    Group and/or by answering questions
  • Worker meets with Supervisor/Work Lead to review
    preliminary JHA, make changes to reflect actual
    conditions or local requirements (a facilitator
    will assist for the initial roll out)
  • Supervisor/Work Lead and Worker sign document
  • The completed JHA will generate what training is
    required by each employee

  • Late CY 2006-early CY 2007 Discussion, focus
    group, presentations to DSCs, DLs, SRC
  • March 2007 PUB-3000, Ch. 32 adopted
  • September 2007 Pilot Program complete
  • October 2007 Lessons Learned from Pilot
  • Oct-Dec 2007 Software implementation
  • January-May 2008 Develop Group JHAs
  • JHQ and JHA will run simultaneously
  • June-September 2008 Individual JHAs
  • Mandated Goal is 75 of LBNL has JHAs by 9/30/2008

  • February 2008 Identify Work Groups
  • March 2008 Develop tasks, hazards and controls
    for Work Groups
  • May 2008 Everyone completes their JHA to
    replace JHQ
  • Communication ongoing
  • Use the JHQ until notified of change

What is a Work Group?
  • Work Group A set of individuals having common
    administrative structure, performing similar
    tasks having similar hazards and controls. The
    administrative structure does not always equal
    the Work Group
  • Very flexible definition, adapt to your own
    business needs
  • Has an owner responsible for keeping tasks,
    hazards and controls current
  • One person can belong to multiple Work Groups
