Proposal (Reminder)

• New franking technologies such as franking
  machines, PC franking or IT franking set new
  standards for the postal administrations e.g.
• - STAMPIT from Deutsche Post AG
• - EasyStamp from Royal TPG Post BV
• - WebStamp from Swiss Post
• New postal franking impressions for domestic and
  international letter-post items will not only be
  printed on envelope but also on label and
  document

• mostly in the panel / window of the envelope
  (above the
• address) and not only as usual on the top
  right-hand part
• of the envelope.

• Such franking impressions are sometimes wrongly
  taxed in the destination country by the receiving
  postal administration, which dont notice the
  franking impression in the panel/window of the
  envelope and therefore consider in good
  conscience that the letter-post items are not
  franked, when Terminal Dues already have been
  paid for the distribution.
• After having informed the postal administrations
  about wrong taxation in the International Bureau
  Circular 295 from 19 August 2002 without
  significant results, Swiss Post submitted a new
  proposal to PostEurop for the next UPU Congress,
  in order to modify the Article RL115-1 of the UPU
  Letter Post Regulation.
• Deutsche Post AG also informed the postal
  administrations in the International Bureau
  Circular 405 from 24 November 2003 about new
  postal franking impressions.

Added new Paragraph 3.1bis Franking impressions
obtained from an electronic printing process may
be applied above the field of the address field,
regardless of the location of the address. Such
franking impressions may be applied directly on
the envelop or inside the envelope window. The
provisions of paragraph 3.1 shall apply to this
type of impression.

• The key issue of the proposal is to amend the
  Article RL115-1 in order to avoid wrong taxation
  in the destination and double taxation of the
  terminal dues for ranking impressions above the
  address.
• The 2D symbols shown on several examples would
  not have to appear. Unfortunately the result is
  that the focus is now on this symbol and on Swiss
  Post only and not any more on the placement of
  the franking impression.

  Since Swiss Post agreed that it will do
  everything to be conform with the UPU S28 as soon
  as possible.

  a 2D-Barcode

• Postal administrations will answer customer needs
  on new technologies
• Postal administrations will act on the global
  market as innovators
• Benchmarking between postal administrations will
  be reinforced on this specific segment
• UPU Regulation will be officially set up
• Wrong taxations will quickly disappear between
  postal administrations for such postal franking
  impressions.
