New EFRTC structure and working methods
  • reflect the interest of the EFRTC members
  • mirror the activities of the other stakeholders
  • offer a platform for all stakeholders to discuss
    and bring forward topical issues of joint
    interest together with all stakeholders aiming at
    increasing the infrastructure performance and
    long term profitability of contractors.
  • Three main streams have been identified
  • policy and research issues
  • safety and security issues
  • technical and logistic issues
  • and professional Committees set up to deal with
    them.

EFRTC professional committee structure
  • shall assure the efficient performance of the
    tasks for the identified main streams
  • The Committees shall be the EFRTC principal
    working bodies with the competence for each
    stream
  • to deal with the topical issues having impact on
    the contractors business
  • to serve as a platform for EFRTC members for
    exchange of experience, best practices and
    expertise
  • to build a consensus and joint positions for
    preserving the contractors interests
  • to draft joint programmes, launch new
    activities/joint projects and set up the
    expert/project teams to deal with particular
    questions/projects

  • contracting strategy (framework and boundary
    conditions, multi-annual contracts, etc),
  • harmonisation of procurement procedures,
  • planning of works,
  • market and economy,
  • research and development, benchmarking, etc

Safety and Security Committee

    this committee
  • implication of the EC safety directives and
    regulations on contractors,
  • cooperation for CEN standards related to safety,
  • links to European Railway Agency (ERA) Safety
    Dept. and NSA (National Safety authorities), etc
  • Chairman Jo Urlings (The Netherlands)
  • Vice-Chairman Jacques Bouveret (Benelux)
  • Working bodies
  • Joint EFRTC/EIM work on EC Directive issues
  • Safety of the staff working on the track in
    liaison with review of CEN related standards and
    TSI

Technology and Logistics Committee
  • The main topics falling into the competence of
    this committee
  • harmonisation of technical rules and
    regulations,
  • joint specifications for heavy machinery and its
    utilisation,
  • worksite logistics,
  • links to ERA TSI and CEN, etc

  • Vice-Chairman Alessandro Rossi (Italy)
  • Proposed expert teams/working groups for topics
  • review of the implementation of the CEN
    standards relevant to contractors (such as e.g.
    qualification of contractors)
  • cross acceptance of machinery, works, staff and
    logistics for the work of contractors in liaison
    with EC/ERA, EIM/CER and CEN

Follow up - the way forward
  • EFRTC can offer to use its new professional
    structure
  • to take up the issues proposed by INNOTRACK to
    follow up jointly with IM
  • to set up Expert Teams for performing the work
  • to monitor the progress jointly with
    EIM/CER/UNIFE
  • to promote the implementation of the
    proposals/results
  • The prerogatives for success
  • INNOTRACK joint workshop clearly identifies
    priorities
  • IM and EFRTC will commit the resources needed
  • A consensus will be achieved with regard to the
    proposed recommendations for the implementation
  • Feedback from the successful implementation will
    be disseminated to all involved and concerned
  • Joint strong lobbying and support to the
    proposed measures/innovations aiming at
    efficiency and cost reduction
