Identifying the Issue
4
Key Issue
  • The Traditional Learning Centre (TLC) Program
(North) has experienced a significant increase in
enrolment. Due to its successful growth, King
George School can no longer accommodate the
program and allow for its continued growth and
    expansion to Grade 12.

5
2006 TLC Program Projections at King George
Elementary School
  • Enrolment in the TLC
  • program is increasing year
  • after year.
  • 110 students are
  • anticipated to
  • enter Grade 5 in
  • September.
  • Enrolment in the
  • TLC program at King
  • George has increased by
  • almost 400.

6
Enrolment breakdown
  • The combined enrolment of students in the TLC and
  • French Immersion programs at King George is
  • anticipated to be approximately 770 students for
  • September 2006.
  • When compared to the provincial capacity of
  • 656, the student population is projected to be
    more
  • than 100 students above capacity.

7
Impact of Projections on TLC program at King
George Elementary
  • King George Elementary School is not large
  • enough to accommodate the tremendous growth
  • and popularity in both the TLC and French
  • Immersion programs.

8
Background
9
History King George Elementary
  • Sandstone Legacy Project
  • Introduction of French Immersion to bolster
    enrolment in 1987
  • Introduction of TLC in 2002

10
Program Growth
  • Program has reached full capacity at King George
    Elementary School
  • Need additional space for growth, consolidation
    and expansion

11
Administrative Recommendation
  • Since 2004, Administration has been working with
representatives of the TLC community to find a
suitable facility for the consolidation and
expansion of the TLC program north of the Bow
    River
  • Program closure would allow for the relocation of
the TLC program to a suitable facility
  • Also provides ample opportunity for growth and
expansion of the Kindergarten to Grade 6 French
    Immersion program

12
Section A
  • Implications for
  • Affected Attendance Areas

13
Current and Proposed Attendance Areas
14
Implications on Student Designation
  • Grades 6 to 9 students currently in TLC at King
George School would be redesignated to Balmoral
    School
  • Areas II and III Grades 4 and 5 students
currently in TLC at Colonel Sanders School would
also be redesignated to Balmoral School
  • Area I Grades 4 to 6 students would be designated
to Brentwood School effective September 2006,
with consideration given to siblings of older
    students

15
Implications (Contd)
  • In 2007 2008, Crescent Heights High School will
be designated as the TLC high school site for the
Grades 9 to 12 TLC program

16
Section B
  • Long-Range Capital Plan

17
Implications Relative to CBEs Long Range Capital
Plan
  • CBEs goal is to increase systemic utilization
    to 85 by 2015
  • Why utilization?
  • Strategies to maintain utilization rates

18
Section C
  • Busing

19
Implications with Respect to Busing
  • 400 students in Grades 5 to 9 would be eligible
for charter transportation approximately 16 bus
routes required to transport all of these
    students
  • 30 Grade 10 students would be eligible for
    subsidized bus passes
  • 14 students live within the walk limit of
Balmoral School and would not eligible for
    subsidized transportation

20
Educational Impacts of Non-Closure
  • Ability to offer current level of TLC
    programming would be challenging
  • School facility does not have capacity to
accommodate all TLC students projected for
    September 2006
  • TLC program would not be able to expand to
    include the high school component

21

    at King George Elementary
  • Colonel Sanders School

    continuation and, where possible, expansion

28
Summary
  • Consideration of TLC program closure
  • Relocation of the program to Balmoral School in
order to accommodate tremendous growth and
    interest
  • This would allow both the TLC and French
Immersion programs to expand in their respective
Balmoral and King George facilities, as needed
