- The Office of Performance Review was formally
created on December 23, 2002 - Two major transitions
- Transfer of project officer responsibilities to
Headquarters - Represent the Agency and all its programs,
focusing on performance

- To develop an integrated grantee level review
tool for use with HRSA grantees focusing on the
performance of HRSA funded programs

- Eliminates multiple reviews for HRSA grantees
- One third of HRSA grantees receive funding from
more than one HRSA program - Replaces previous review tools
- (Such as Primary Care Effectiveness Review and
Primary Care Assessment Tool, etc.)

- To improve the performance of HRSA funded
programs - Provide direct feedback to the agency about the
impact of HRSA policies on program implementation
and performance

- Using the Performance Review Protocol, OPR works
- collaboratively with grantees to
- Measure program performance
- Analyze factors impacting performance, including
HRSA policies - Identify effective strategies and partnerships to
improve program performance

15Underlying Assumptions
- Most grantees are performing well
- Performance first ? systems support/underlie
performance - Many solutions to issues/problems exist within an
organization, and/or - Can be achieved through partnerships with others
- Working in collaboration with grantees and other
HRSA staff will produce better outcomes and
results
16OPR Performance Reviews
- Of the 3,024 HRSA grantees, approximately 2,500
are eligible for Performance Reviews - 500 Grantee Performance Reviews annually
- For Calendar Year 2004 -- 200 planned
- Grantee selection based on project period and in
consultation with HRSA Bureaus and Offices - Grantee provided at least 12 weeks notice

- Focus on performance.
- One performance review ? all grants reviewed at
the same time - Low cost/no cost improvement options and
technical assistance to support grantees efforts
to improve performance - Opportunity to provide feedback on HRSA policies,
including surveys on OPR performance
