Interagency Coordination
  • Background
  • There is no single DoD office/clearinghouse to
    collect, prioritize, and coordinate requirements
for Interagency participation in joint exercises,
    training, or experimentation
  • Non-DoD departments and agencies service DoD
    requirements on a first-come, first-serve or ad
    hoc basis
  • Several WJTSC Issues (e.g., 07-001) emphasize the
need for a defined process and for increased
    participation
  • OSD (PR)s Stability Reconstruction initiative
(Training Strategy Concept Paper) assigns the
responsibility to JS/J-7 (for DoD), and to
    DoS/CRS and USAID/DCHA for Stability
    Reconstruction (i.e., SSTR) exercises, training,
    and experimentation
  • Strategy briefed to Senior Leader Round Table on
    11 Sep 07

24
Coordinator Responsibilities
  • R S Training Strategy Recommendation No. 3
    identifies Training Coordinator responsibilities
  • Training Coordinators for DoD, DoS, and USAID
will develop appropriate internal and external
    processes for
  • Collating, prioritizing, and adjudicating
    internal exercise, training, and experimentation
requirements (i.e., DoD requirements of other
    departments/agencies)
  • Prioritizing and adjudicating external training
support requests (i.e., DoD support to other
    departments/agencies)
  • Timeline
  • 9 Jan 08 - internal processes developed and
    staffed
  • 5 Apr 08 - external processes documented in
    approved MOUs

How best to accomplish this, leveraging existing
processes/products?
25
DoD Process - Initial Thoughts
  • DoD Internal Requirements Process
  • Identify stakeholders
  • Identify formats (e.g., JTIMS) and timelines for
    submitting requirements
  • Collect and collate requirements
  • Stakeholders collaboratively adjudicate and
    prioritize requirements
  • Formally coordinate prioritized list (e.g.,
    JSAP)
  • Provide prioritized list to Interagency
    Coordinators
  • Provide Interagency Coordinator responses to
stakeholders and conduct further adjudication, if
    necessary
  • Finalize execution plan
  • Track execution and report results
  • Coordinate emerging requirements changes
  • DoD External Requirements Process
  • Collaboratively review and adjudicate (solicit
    or designate responsibility for) Interagency
    requests
  • Formally coordinate prioritized list (e.g.,
    JSAP)
  • Report back to Interagency Coordinators
  • Track execution and report results
  • Coordinate emerging requirements changes
  • Related Processes
  • Semi-annual WJTSC conferences (Spring/Fall)
  • NEP Exercise/Evaluation PCC (Summer)
  • USJFCOM Joint Training Coordination Conference
    (Winter)
  • USJFCOM Interagency Training Catalog
  • Supporting Tools
  • JTIMS
  • JKO

DoD Stakeholders Combatant Commands, Services,
Combat Support Agencies, OSD, Joint Staff
The Strategy applies only to RS (SSTR) related
requirementsshould this be expanded to all joint
training, exercises, and experiments? Or,
implement for RS first, then consider expanding
to all requirements
26
Interagency Coordinator Responsibilities
OSD (PR)s Stability Reconstruction initiative
(Training Strategy Concept Paper) recommends
- Collate requirements across the USG Agencies
and develop a net-centric Lessons Learned system
that addresses whole of government lessons
learned needs - OPR
S/CRS, USAID/DCHA, OSD (P)/STB, CCO, JS J7 and
the US Institute of Peace - Requirements
identified by 1 Feb 08, Lessons Learned system in
place Aug 08.
27
Develop a net-centric system to collect
Reconstruction and Stabilization Lessons Learned
  • The Joint Lessons Learned Information System
(JLLIS) is the current DoD Lessons Learned (LL)
system in development. JLLIS is net-centric, GIG
compliant, interfaces with JDEIS, JTIMS, DRRS,
and can be utilized on both NIPR and SIPR
    systems.
  • JLLIS consists of an input tool that can be
tailored to meet organizations business rules and
a Joint Lessons Learned Repository (JLLR) that is
    a searchable archived database.
  • JLLIS could be used by DoD and the Interagency
for the collection of Reconstruction and
    Stabilization (RS) LL.
  • - Specific links in the system could be
activated for the collection of RS LL allowing
the current system to be utilized with little or
    no additional cost
  • - Organizations that do not utilize JLLIS
for their normal LL collection could be given an
instance to collect, archive, and manage RS LL
  • JLLIS is the most cost effective and efficient
    system for this requirement.
