6What are LAAs
- Agreements between partners in an area to deliver
priorities for local people - A shared, specific action plan with
- outcomes
- targets
- milestones
- for which we will be held to account
7LAAs are about
- building on what we already do
- improving outcomes making a difference for
people - tackling common ground we all share
- amplifying local voices - listening, and acting
- removing some fetters around bureaucracy
8LAAs are not about
- a county take-over
- activity without progress
- dismantling things that work well
- pooling funding streams just because we can
- doing the same but writing it down in a new
document
9Details of the guidance
- Three-year agreement which sets out the
priorities for a local area - Agreement between Government (Go East) and the
local area - represented by the LSP, other
partners and local authority. - Refreshed annually
- Performance checked - six monthly

- Outcomes and targets aimed at delivering better
quality of life by improving local and national
priorities - Outcomes grouped round 4 blocks - but should not
be confined to these blocks - Look for cross-cutting outcomes

- Halt the year on year rise in obesity in
under-11s (Derbyshire) - Bring all social housing into decent condition
(Derbyshire) - Close the gap between achievement of children in
Sure Start areas and rest of the county (Suffolk)

- All enclosed public places and workplaces to be
smoke-free by 2008 (Suffolk) - Increase older people claiming pension credit
council tax benefit (Suffolk) - More people volunteering and engaged with local
communities (Devon) - Anti-social behaviour reduced (Devon)

- Community engagement and delivery by third sector
important across all blocks - LAA should include a statement of involvement of
VCS and local people in design and delivery of
the agreement
19Who does what
- Taken forward by local authorities and Local
Strategic Partnerships - In three-tier areas, county council and county
LSP lead negotiations - District Council and district LSP involvement is
crucial - Town and parish councils should be engaged
- Go East broker the agreement and performance
manage us
20Agreement process
- Step One preparatory work. Stakeholders work to
identify priority outcomes - Step two initial submission to Go East by end
of September. Agree outcomes by end of October

- Step three negotiation indicators, end of
December finalise funding streams, freedoms and
flexibilities closing negotiations 24th February
2006 - Step four delivery against operational plans
from April 2006. Continuing dialogue with Go
East, including six-monthly stock take meetings
22LPSA and Local Area Agreements
- Norfolk has a new LPSA agreement under the
auspices of the County Strategic Partnership - Stretch targets around attainment, crime
reduction, passenger transport, older peoples
independence, NEET, domestic violence, public
satisfaction with services

- LPSA will be brought into the Local Area
Agreement - Targets and stretch will not need to be
re-visited - LPSA targets built up from priorities for
Norfolk provide a good fit with the four
blocks
24Funding streams
- Some can be pooled centrally ie grouped
together and paid in one lump to the accountable
body - Such funds must contribute to outcomes in the
LAA. In return there are some freedoms on
reporting and monitoring - This is not new money it is already directed and
allocated
25Neighbourhood Renewal Funding
- Remains targeted to the NRF area
- In two-tier areas, where funding from the NRU is
for a specific district, funding must be directed
from the county council to the eligible district
who must use the funding to help tackle
deprivation... - Relevant for Great Yarmouth

- LPSA2 reward grant might provide a model for
pooling - Norfolk Waste Partnership - all districts and
county working towards stretch targets - Pooling and sharing any reward grant they achieve

29Glass half full or half empty?
- Could be seen as a loss of control
- Or as a new opportunity to influence
- And giving a greater say in how things are done
for Norfolk people - Freedoms and flexibilities - including the
ability to carry over

- Concentrate first on outcomes - what is it you
want to achieve - Consider the scale of ambition
- Three-tier LAAs are complex to work through
- It will test, but should strengthen partnership
working
