2- Directorate-General for Energy Transport
- Responsible for developing and implementing
European policies in the energy and transport
field - Mission Statement
- to ensure that energy and transport policies are
designed for the benefit of all sectors of the
society, businesses, cities, rural areas and
above all of citizens. The energy and transport
sectors are pivotal to the European way of life
and to the functioning of our economy as such
their operation has to be responsible in
economic, environmental, safety and social terms. - Mechanisms
- Legislative proposals
- Programme management (including the financing of
projects).
3European Policy Context
- Transport White Paper Transport at the service
of European industry and citizens. - Lisbon Agenda Make Europe the most competitive
knowledge based economy. - Sustainable development - de-coupling and demand
management (e.g. route planning, load factors,
consolidation) - Enlargement Historic expansion on 1st May 2004
more to come in next years
4European freight transport trends
5Trends in Growth
In the late 1990s especially freight volumes
increased faster than economic activity. Recently
passenger transport has shown signs of levelling
off.
6Freight Transport by mode
7Freight transport forecast
- Demand for mobility
- goods 38 by 2010 (EU15)
- passengers 24 by 2010 (EU15)
- If nothing is done, heavy goods traffic will
- increase 60
- by 2013 (EU25)
- Based on 1998 figures
8Freight transport problems - summary
- Productivity of road transport is declining
- Congestion
- Improved enforcement
- Improving social standards (training, driving
times) - higher costs
- loss of competitiveness
- Capacity will not increase in line with growth
- cost of new infrastructure,
- local objection
- new capacity is taken by huge growth in private
transport - Lack of suitable drivers etc.
- Environmental performance rising CO² emissions
- Dependence on fossil fuels future price
instability
9Transport policy overview
10WHITE PAPER
- European Transport policy for 2010
- Time to decide
- COM (2001) 370 - 12 September 2001
- http//europa.eu.int/comm/energy_transport/en/lb_e
n.html
11At the heart of our society
- Transport is the essential driver
- of industry
- of trade
- of our way of life
- and furthers European integration
- Economic importance of the sector
- accounts for expenditure of some 1000
- billion in the European Union
- generates over 10 of the Unions GDP
- employs more than 10 million people
12The main action priorities
- Shift the balance between transport modes
- Road improve social standards,
- Rail freight cabotage, safety standards,
- Integration of waterborne sea links,
- Intermodality Marco Polo, Freight Integration
etc. - Eliminate bottlenecks
- Revision of TENs guidelines
- Efficient charging
- Un-blocking the skies
- Gear Transport Policy to users
- Passenger rights
- Unsafe roads
- Galileo
13Freight transport solutions
- White paper policy of mode shift
- Make better use of alternative modes that have
accessible spare capacity (especially on
congested, long distance corridors) - Rationale
- Common sense make better use of available
resources - Not an expensive solution
- Reduce the stress on the over used road network
14Motorways of the Sea - Principles
- Unique geography of EU presents significant
challenges (mountains, peripheral regions,
congestion at the centre) but also significant
opportunities - widespread accessibility by sea. - Objectives
- Reduce impact of road congestion on freight
transport - Improve access to peripheral and island regions
- Concept
- High quality, frequent door-to-door intermodal
services, relying on maritime transport for the
long haul.
15Motorways of the Sea
- Features
- State of the art information systems
- Simplified administrative procedures
- Hinterland connections with rail and inland
waterway - High quality service
- Frequent
- Reliable
- Fast
16Intermodal Loading Units
- Problems
- Many different types of intermodal loading units
in use - Swap bodies
- ISO containers
- Semi-trailers
- Complexity of handling in terminals
- No common maintenance or inspection procedures
- No common identification system
- Different handling and bearing surfaces
- ISO containers sub-optimal for use on European
roads - Swap bodies are not stackable and cannot resist
horizontal forces in SSS -
17Standardisation of Intermodal Loading Units
- Solution - One box for all modes
- Commission proposal for the standardisation and
harmonisation of intermodal loading units. - Saving 2 logistics costs through better
equipment and better integration - Reduction of transport costs can reach up to 10
- depending on the commodities and the corridors
concerned.
18Standardisation of Intermodal Loading Units (ILU)
- Existing ILUs
- Can be used until the end of their working life
- Have to be submitted to periodic inspections
- First one within a five-year period
- Then every 30 months
- New ILUs
- Certain common features mandatory
19Standardisation of Intermodal Loading Units
- European Intermodal Loading Units (EILUs)
- Compatible with road, rail, SSS and IW
- Stackable (at least 4 units in sea conditions)
- Can be top lifted
- Optimised for euro pallets
- Use not mandatory

23MARCO POLO Programme - Overview
- Objective
- Shift increase in international road freight to
alternative modes (12 billion tkm / year) for
EU15 - Scope
- 2003 2006
- 102 m (approx. 20 m / year)
- All segments of the international freight market
- Focus on services (no RTD, no studies, no core
infrastructure) - Annual calls for proposals
- Successful 2003 proposals about to start
24Provisional Results first call
- Marco Polo Call - 2003
- 92 Proposals, 87 eligible for evaluation
- Total subsidy requested 184.5 million
- Budget available 15 million
- 19 Actions on ranked shortlist 13 best to be
funded - Total eligible costs of the 13 selected actions
364.5 million - Total shift predicted 13.6 billion tkm for the
13 actions to be funded - Environmental efficiency 15 external costs
saved per of subsidy
25Logistics and transport policy
- Supply chain management determines the form of
transport demand e.g. - Sourcing decisions
- Number of shipments
- Size of shipments
- Delivery time windows
- Packaging design
- These factors determine possible transport
solutions. - A good freight transport policy starts by
understanding logistics. - Logistics conference for shippers planned for
2005
26Logistics problems
- Difficult to understand complex, conflicting and
overlapping supply chain trends. - There are excellent supply chain management
practices in Europe - but the average standard is
low and there are huge regional differences. - Environmentally un-sustainable logistics is a
problem for society at large. - Competition rather than co-operation tradition
starting to change
27Commission logistics activities

shift, increase intermodal transport in logistic
chains, reduce environmental impact and improve
transport demand management - Promote the uptake of best practices
- Define key performance indicators and develop
quality labels - Assess logistic trends and their impact on
transport demand - Foster cross-fertilization between different
industrial sectors - Preferred instrument Co-ordination Action
33The need for Freight Transport Management Systems
(FTMS)
- Need to improve the quality of alternative modes
- efficiency
- reliability
- responsiveness
- Alternatives to road transport require more
- organisation
- planning
- monitoring
- communication.
- More effort to have common approach (EU25)
- Not a new story!!
34FTMS challenges
- Managing information flow - even more difficult
in international and intermodal chains. - Different standards
- Different investments
- Different languages
- Different modal cultures / traditions
- Integration a major challenge
- of transport with other logistic tasks (often
private data) - between modes (often competitors )
- with modal traffic management (often public
data) - Focus on the process of moving goods through
supply chains not just the mode / vehicle (i.e
greater customer focus)
