  equivilance between VET and general education
  reform perspective
• Ministries focus on negotiation and EQF

• German employers and trade unions are unhappy
  about architecture and terminology of EQF
• German employers and trade unions want a German
  qualification framework which is based on
  knowledge, skills, social and self competence
• German employers and trade unions want VET
  qualified people to reach the highest levels
  without having visited the university one day
