3FIRST IDENTIFICATION OF CORRIDOR VIII TEN YEARS
AGO
The ten Pan-European transport corridors were
defined at the second Pan-European transport
Conference in Crete, March 1994, as routes in
Central and Eastern Europe that required major
investment over the next ten to fifteen years.
Additions were made at the third conference in
Helsinki in 1997.

Countries in identifying and developing
infrastructure projects for the Corridor and
submitting projects to EC and IFIs, monitoring
the activities approved by the Steering Committee - Implementing studies approved by the Steering
Committee, coordinating Working Groups on
railway, road construction and sea-based
transportation - Creation of a network of high level technical
representatives of the Ministries of Member
Countries aiming a multinational technical
cooperation - Development of a data base focused on Corridor
VIII and dissemination of information to

- Work Group 2 high level technical

- The WG started its activity in July 2005
- 2 meetings have already taken place in Bari
(Italy) - 1 field inspection has been carried out on the
whole alignment (1 week), including meetings with
Ministers of Transport, Ministerial Offices and
National Railway Agencies - a considerable amount of material has been
collected - Comprehensive analysis is being carried out under
the assistance of Italian Railway Group (RFI and
Italferr)

A GENERAL COORDINATION PROJECT JOINTLY DEFINED BY
MEMBER COUNTRIES
This project, deriving from a comprehensive
multinational approach to the issue of Corridor
VIII railway alignment, is the result of the
technical and political cooperation of the
Member Countries. In a jointly defined general
framework, in accordance with the national
transport plans and development strategies each
member Country expresses its priorities. At the
same time, in the framework of the CMRP-C8, the
feasibility evaluation of each priority project
will acquire a general consistency
212nd Study was started in October 2005 on ROADS
SECTOR
- A multinational Working Group on Corridor VIII
road alignment will be established, under the
general coordination of the Secretariat and
Technical coopèeration of ANAS (Italian National
Road Agency - ANAS has completed a preliminary survey,
based on in situ inspection and information
provided by Member States - Scope establishing an functional continuity for
the road freight traffic between the Adriatic
Ports (Bari-Brindisi-Durres-Vlore) and the Black
Sea Port of Bourgas and Varna, also opening
accessibility to the regional Balkan Transport
Network (Corridors X, IV and IX) -
- Expected result of the Work is a general
assessment on the status of existing
infrastructure, project and design process,
identification of priority projects within a
jointly defined general coordination project - Means establishing a PPP (Public-Private
Partnership) among National Operators, Public
Agencies and IFIs. - Financing The Study, financed by Italian
L.84/2001 (Secretariat Budget) has been submitted
to CEI (Central European Initiative) for
co-financing.

- 3. Ports and logistics
- Next study will be finalized to improve
intermodality between ports and to speed up
custom procedures and transit through border
crossings
27SECRETARIATS INTERACTION WITH REGIONAL PLANNING
INSTITUTIONS
- In the past year of activity, the Secretariat
has established direct contacts - with Institutions and Agencies, relevant for the
scope of its activities - participated in the 1st High Level Meeting on
Developing a Common - Framework for Regional Cooperation in Trade
and Transport in South East - Europe, held in Zagreb by World Bank on June
17 2005. - 2) established a operational contact with SEETO,
participating to the - IFIs and Stakeholders Consultation Meeting,
held on 20th October 2005 - in Zagreb, Croatia, in the process of
preparation of the South East Europe - Core Transport Network Development Plan 2006
2010. - Has been maintaining contacts with UNECE TER,
through Consultations - and direct contacts.

GENERAL ENERGY AND TRANSPORT
In the context of Consultations for the High
Level Group EXTENSION OF THE MAJOR
TRANS-EUROPEAN TRANSPORT AXES TO THE NEIGHBOURING
COUNTRIES AND REGIONS the Secretariat has
proposed several measures to promote the
development of Corridors Network.
1) Boosting existing management, with particular
regard to Steering Committees and Secretariats,
including operational plans for the specific
Corridor, data gathering and dissemination in
accordance with commonly fixed standards.
External involvement will be one of the new
targets, aimed at facilitating participation of
relevant stakeholders, including IFIs, etc.
2) Reinforcing the concept of Corridor with
legal agreements between participant countries
and between these and the European Commission.
Managing and implementing procedures, guidelines
and rules may be decided at a central level (EU
Commission). 3) Establishing a specific
transport financing programmes for each corridor
can also be envisaged within available EU funds
(ERDF-CF for Member States and IPA-ENPI for non
Member States). Operational Plans/Programmes
could be set up for each corridor describing ex
ante-statistical analysis, institutional, legal,
financial and monitoring measures.

SECRETARIAT, PROVIDED A BASIS TO IDENTIFY
Achievement(s) 1) Cooperation among Member
Countries in identifying regional issues, goals
and priorities. Corridor assessments,
conducted through multinational groups of
representatives from Member Countries, helped to
develope the vision of integrated
cross-border planning and technical-political
cooperation over transnational projects
Constraints 1) The provisionality of the
Secretariats (short term projects), while
infrastructure implementation time is long
term. 2) Secretariats are nationally based,
usually with a leader Country funding the
Secretariat, while other member Countries follow
different logics. Confusion and conflicts may
arise in the planning and definition of
priorities, both within each Corridor and
regionally. 3) Non institutional Coordination
among Secretariats, and between Secretariats and
different levels of Policy Decision

Proposals
- 1) New institutional setting The Secretariats
as decentralized agencies of EC, - with the task of implementing the regional
transport strategy in their national - and local developments
- The Secretariats can be conceived as limited term
agencies, but with a life span - that is functional to the life of action to
implement - The Staff will have to be multinational, thus
reflecting the integration of national - admnistrations, among themselves and with
european commission - Funding process needs to reflect this
integration, thus coming both - from EC and from Member Countries
- Integrated operationality, between Secretariats
and DG TREN, in terms of - harmonization of procedures and data
exchange
