Window of Opportunity for new Global
Interoperability Standards
  • We have a Window of Opportunity, but
  • 1. Window is closing for ATC-ATC aspects
  • ERAM and European FO specifications are firming
    up,
  • Implementation decisions will have to be taken.
  • 2. Window is still open for AO and Airport
    FO-based interfaces. Work has not yet started on
    these aspects.

Steps taken so far for Global Aspects
  • As agreed at previous FO Workshops, we have
  • Compared FAA and European interoperability
    requirements
  • Identified aspects where Global standardisation
    would be most useful.
  • Started to compare Services defined in the FAA
    and Eurocontrol FO Models (activity not yet
    finished).
  • Made first approaches to ICAO

The ICAO FPL Study Group
  • There have been 3 meetings of the ICAO FPL Study
    Group.
  • European Representation UK and French CAAs,
    EUROCONTROL
  • FPL Study Group has 3 Sub-Groups
  • A B - Short-term improvements to the current
    FPL format and mechanisms. Concentrating on
    removing current ambiguities and making changes
    needed for safety reasons. This work is now
    completed.
  • C Framework for future FPL provisions,
    including content and mechanisms.

Approaches to ICAO FPL Study Group
  • October 2005 White paper presented by
    Eurocontrol and FAA. No time for discussion.
  • April 2006 FAA presented 2 papers (mechanisms
    and the FO Concept). Again no time for
    discussion.
  • (at both these meetings, the priority for the FPL
    SG was the Short-term, i.e. subgroup AB
    material)

Proposed Future Approach to ICAO
  • FPL Study Group has reserved its next meeting for
    discussing longer-term flight planning issues,
    6-10 November 2006.
  • Our Proposed Objectives for November 2006
    meeting
  • Introduce the need for improved interoperability
    standards. Gradual approach needed.
  • Emphasise the potential benefits for global
    stakeholders (AOs, Military, Oceanic Centres,
    System developers).
  • Obtain agreement that improved interoperability
    standards are needed worldwide.
  • Obtain recognition that modern data exchange
    mechanisms offer advantages compared to bilateral
    message-exchange mechanisms.
  • Obtain recognition that technology is now mature
    enough for new data sharing mechanisms (e.g.
    internet).
  • Propose and agree a plan to develop and validate
    a new interoperability standard.

Stakeholder Coordination Process
  • Yearly Flight Object Workshops in both USA and
    Europe to
  • present progress,
  • discuss responses from ICAO,
  • discuss next steps.
  • Supported by regular FAA Eurocontrol
    coordination by means of videoconference, etc.
  • Question Are stakeholders interested in
    participating in preparation of papers for the
    ICAO FPL Study Group?

  • Dates to be Confirmed!
  • Mid-07 ERAM ICD based on FO.
  • End 07 European ATC-ATC ICD based on FO.
  • End 08 European ATC-ATFM ICD based on FO.
  • End 08 Propose common USA/European ICD based
  • on FO (for AO, Oceanic, other?)
  • End 09 Validation
  • End 10 ICAO agreement on global ICD based on
    FO.
  • 2010 Implementations
