C4 Organization - Executive Staff

C4 Mission
The C4 Department plans, directs, and
coordinates all staff activities relating to C4
functions, and supports the Commandant of the
Marine Corps (CMC) in his role as a member of the
Joint Chiefs of Staff. In addition, as the Chief
Information Officer (CIO) of the Marine Corps,
the Director of the C4 Department is responsible
for managing information a Marine Corps strategic
asset. In accordance with the Information
Technology Management Reform Act of 1996, the C4
Department is responsible for all information
management (IM) issues and represents the Marine
Corps at all Department of Defense (DOD), Joint,
and Department of the Navy (DON) IM foray, Marine
Corps Combat Development Command (MCCDC),
Material Command (MATCOM), and other services and
external agencies as required.

C4 Responsibilities
  • Responsible for plans, direction, coordination,
    and oversight of all C4 related Marine Corps
    matters
  • C4 systems functional sponsor
  • Provides C4 leadership and strategic vision to
    the Marine Corps
  • Monitors internal C4 systems as well as all DoD,
    national and allied systems that impact the USMC
    C4 systems architecture

  • Develop the Marine Corps strategic vision for IT
  • Develop IT capital investment strategies
  • Provide POM input via the IT Steering Group (ITSG)
