Reduced Stopping Distance (RSD) Ruling
2
Reduced Stopping Distance (RSD) Ruling
  • What the entire RSD ruling means or does not mean
for fleets as a whole. The second phase goes
    into effect August 1, 2013.
  • Why the change?
  • FMSCA estimates on lives saved
  • Property damage mitigated
  • What are the new rules?
  • Vehicles impacted by Phase I and Phase II
  • How have the brakes changed
  • How the RSD Mandate has impacted the safety and
    braking ability of heavy tractors
  • Shorter Stopping Distances

3
Reduced Stopping Distance (RSD) Ruling
  • This is just another amendment to FMVSS 571.121
thats intended to improve the braking of our
    over the road vehicles
  • Added Brakes on all axles
  • Added ABAs
  • Added ABS
  • Now Added RSD (Steer Axle Brakes)
  • Now thats its on our equipment we have to
accept it and know how to maintenance it (ABS)
  • Personally I think this is the real issue, you
dont really get a choice. Once its there its
    there.
  • 121 tells the vehicle manufactures how to build
them. FMCSR tells you the fleet your operational
    and maintenance guidelines

4
Reduced Stopping Distance (RSD) Ruling
  • Phase 1 Phase 2 Phase 10
  • Were going to continue to see amendments to 121
regarding our braking systems and Stopping
Distance. It will come in stages as we can
    already see.
  • I think its going to culminate in Air Disc and
    Roll Stability someday..
  • Air Disc Power Units
  • Enhanced S-Cam on Trailers
  • As we improve products and systems, as we create
new systems and components well see mandated
    changes
  • In the meantime we have to understand our
obligations on maintaining what we have thats
been impacted by any 121 and or FMCSR regulation

5
Reduced Stopping Distance (RSD) Ruling
  • Phase 1 changes (we have some issues)
  • Some FMSI changes
  • 4719 1443
  • 4720 4702
  • AL factor
  • Chamber and ABA arm length
  • Friction material compound
  • More aggressive
  • Higher COF
  • Key factor we already had these FMSIs and
    various materials to fit them

6
Reduced Stopping Distance (RSD) Ruling
  • Now that we have Phase 1 brakes on vehicles that
need service what do we do?
  • Need Want Should Do I Have To
  • These are the most frequently asked questions
  • Because the FMSIs already existed there are many
friction MFGs and compounds out there.
  • 121 vs. FMCSR
  • 121 - Manufacture Mandate
  • FMCSR Operational Regulations

7
Reduced Stopping Distance (RSD) Ruling
  • 121 and how FMCSR relate
  • 121 Brake on all axles - 393.42 Brakes required
    on all wheels.
  • 121 Automatic Brake Adjusters - 393.53
    Automatic brake adjusters
  • 121 ABS - 393.55 Antilock brake systems.
  • 121 August 1st 2011 Phase 1 RSD
  • FMCSR no mention, no amendments why?
  • RSD isn't component specific
  • This is why we have so many questions

8
Reduced Stopping Distance (RSD) Ruling
  • Need Want Should Do I Have To
  • Do I Have To ?
  • Its not mentioned in the FMCSR
  • Should I?
  • Theres lots of things you should do when you
    maintenance brakes
  • New Brake Drums
  • Cam and Bushing
  • Proactive replacement of all wearable's
  • ABAs ABS Chambers Cam
  • What do I recommend?
  • Do whats best for you
  • If RSD material meets your expectations than by
    all means

9
Reduced Stopping Distance (RSD) Ruling
  • Phase 2 Heavy and Single Drive
  • Mainly Enhanced S-Cam (Steer)
  • 16 ½ X 6 13k 14k axles
  • It didn't necessitate as much Air Disc as first
    thought
  • I understand Peterbilt flat converted to all Air
Disc even though they didnt have to
  • All the same maintenance rules apply (FMCSR)
