Title: Planning, Prioritisation and Resource Mobilization

1
Planning, Prioritisation and Resource Mobilization
  • Cluster/Sector Lead Training
  • Wednesday 28 March
  • Exercise Formulating a response plan and
    projects for a flash appeal

2
Background Documents
  • Latest Sitrep of Slomania
  • Flash Appeal Template
  • Global Cluster Appeal excerpts

3
Method
  • Please read the latest Sitrep
  • Clarification The Sitrep is unclear as to
whether camps have already been established. You
may assume that they have, in the sense of
semi-spontaneous camps with few services. There
is incomplete information about how many of these
camps exist. Further details are given in the
    various roles.
  • In your groups, outline a bullet-point, 6 month
    response plan for your cluster/sector.

4
The plan should include
  • 1. Objectives (no more than two, each of which is
    specific and measurable).
  • 2. What is the strategy for achieving the
objectives in each of the scenarios.
  • 3. Description of humanitarian actions that can
be implemented within the time span of this flash
    appeal (maximum 6 months).
  • 4. Expected outputs and impacts.
  • 5. List of specific projects necessary to achieve
the strategy. The projects need only show
  • - agency
  • - title
  • - objectives
  • - beneficiaries
  • - partners (per box on next slide)

5
(We will provide electronic copies of this
template for your use.)
6
Presentation of your results
  • Each group should record their plan and projects
in a Word file on a laptop. When reporting back
Thursday morning, each group should give the
facilitators a copy on a flash drive, for display
    on screen during presentation.

7
Timing
  • Groups may start Wednesday afternoon/evening as
soon as the instructions and support documents
    are provided.
  • Each group may organise their own work schedule
for the evening. (Camp Management and Shelter
groups are requested to use Salon Beaulieu and
Club Salon respectively as breakout rooms. The
others can stay in the main room.)
  • The groups will report back to the plenary
starting at 08h45 Thursday morning. (Later
Thursday morning, there will be a second exercise
building on your response plans and project
    portfolios.)

8
notes
  • Its 3 days after the disaster. Everyone expects
that the flash appeal will be based on
    approximate information. Flash appeals are
    always revised later.
  • Resource people Rebecca (CCCM), Ysabel
    (Shelter), Reena (Protection), Rob (WASH)

Remember
  • Actions are the what
  • Objectives are the impact of the what
  • Strategy is the how.
