- The purpose of this project is to enable the
promotion and dissemination of the international,
national and/or other actions in the area of
Eco-buildings in order to lead to well integrated
and efficient solutions for reducing the
dependency of the EU on conventional fuels (by
reducing to a minimum the amount of conventional
fuel needed for heating, cooling and lightning of
the buildings). - The project aims to asses the potential of using
eco-buildings technologies in the EU and ACC
countries using the most innovative state of the
art technologies in Europe and to promote large
scale implementation of eco-buildings
technologies. - The necessity of the project is given by
considerable differences between states from the
EU and also between states from the EU and states
that are aiming to join the EU (Romania, Bulgaria
and Turkey). The activities of this project aims
to promote and disseminate the results of
technology research and demonstration projects,
including any lessons learned concerning the
policy and legislative context in which they were
implemented. This will lead a closer
international co-operation between all the actors
involved (research institutes, construction
companies, etc) of the countries involved in the
project / from the EU and ACC countries.

- The project will make an assessment of the
current situation in building sector, of existing
policy and law context aiming to promote
eco-buildings. Country reports to be done by each
partner. - A current review of the methodologies of
calculation of the energy performance of
buildings adopted in participant countries and of
minimum energy performance requirements for
buildings set in countries participating in this
project conform to art. 3 and 4 of the Directive
2002/91/EC on the energy performance of
buildings, transposed in participant countries
with particular regulations and administrative
provisions. - An overall analysis of the national indicative
energy savings target set in participant
countries, the members states and accession
countries, that shall take cost-effective,
practicable and reasonable measures to contribute
to achieve an overall indicative energy saving
target of 9 for the ninth year of application of
the Directive, conform to art. 4 of the Directive
2006/32/EC on energy end-use efficiency and
energy services and repealing (SAVE) Directive
93/76/EEC conform to which the participant
countries, members states and accession countries
as well, have prepared and submit to the EC the
Energy efficiency action plan (EEAP). - A current review of the preparation of
implementing measures, market surveillance
mechanisms and any relevant self-regulation
adopted in participant countries to support
implementation of the Working Plan established by
the Commission to implement measures starting
with those products used in building sector that
offer a high potential for cost-effective
reduction of greenhouse gas emissions, such as
heating and water heating equipment, electric
motor systems, lighting in both the domestic and
tertiary sectors, domestic appliances, office
equipment in both the domestic and tertiary
sectors, consumer electronics and HVAC (heating
ventilating air conditioning) systems, conform to
art. 16 of the Directive 2005/32/EC on the
Establishing a Framework for the Setting of
Ecodesign Requirements for Energy-using Products,
that should be transposed in participant
countries, members states and accession
countries, and shall bring into force the lows,
regulations and administrative provision to
comply with this Directive.

- The project will explore market needs and
opportunities for emerging technologies and
research development. - Fact findings and monitoring WP
Leader OVM-ICCPET - There will be identified and monitored the new
available technologies for the application in
buildings. - There will be also monitored the scientific
events (conferences, roundtables, seminaries) and
data (paper presented) including the proceedings
will be collected. - A web competition for existing flagship projects
will be organised and addressed to the main
actors in the field. - Accelerating take-up activities for building
sector WP Leader OVM-ICCPET - Aspects of innovative technologies to encourage
utilisation of results achieved will be analysed
and framed. - The project intends to establish a network for
working groups and expert groups (e-community)
including decision makers and policy makers. - Proposals will be made in order to increase the
public acceptance for the improvement of building
performances. - A good practice code in the field of
eco-buildings will be made. - Networking and facilitating trans-national

Cooperation between INTECO BUILD and ECO-BUILD
and SMART ECO SSA projectsINTECO BUILD
- INTECO BUILD project is running in parallel with
the ECO-BUILD and SMART ECO Strategic Support
Actions funded by the European Commission under
the same programme. In order to maximise the
synergy between the three projects and minimise
the duplication of work, a coordination plan was
drawn up to coordinate the work within this
cluster. - The first step of the coordination plan foresees
a clear thematic delineation of the three
projects INTECO BUILD and SMART ECO will
concentrate on dissemination of new technologies
and establishing a stakeholder vision of
eco-buildings respectively, while ECO-BUILD will
put its emphasis on best-practice implementation
and policy assessment. - The second part of the coordination relates to
the concerted implementation of the three
parallel projects. This includes coordination
meetings, the joint organisation of 2 cluster
international workshops, common dissemination
activities and mutual project support. However,
it is important to note that none of the common
activities are in any way joint legal
responsibilities of two or more projects, i.e.
each project is clearly responsible for their
part of the work and is in no way dependent on
the activities of the other two projects. - Specifically, the three projects have agreed to
carry out the following joint activities or
mutual assistance

- Each project will have to establish some sort of
a database of relevant stakeholders. The project
coordination plan foresees that the content of
each database is shared with the other two
projects to allow a maximum coverage of
stakeholders in Europe. - In all three projects internal meetings are
foreseen in regular intervals. The coordinators
of the three projects will attempt to arrange to
meet occasion of one of those internal project
meetings and/or to hold regular change of
information by phone or e-mails. This ensures the
regular coordination and information flows
between the three projects - A common workshop is organised in 28 May, 2008 in
Brussels. This corresponds to the first ECO-BUILD
workshop (see section 7.6. below). The subject of
the workshop will be to present the cluster
projects with regard to their topics along the
lines of - National and EU best practice (ECO Build)
- EU wide non-fossil fuel state of the art and
existing potential for RES, RUE integration in
new eco-building design concept (INTECO BUILD) - Specific technological potential of a technology
(PHDC project) - Vision, sustainable construction and derived
requirements, contribution of innovation (tech
and non-tech) to vision (Smart-ECO) - The 2nd common workshop will be organised around
month 22 24 for dissemination purposes,
probably in Brussels in March 2009. - The dissemination activities (such as
newsletters, etc.) will be coordinated in a way
that a small section will be added to each
newsletter informing about the results and
progress of the other two projects.

- The plan for using and disseminating knowledge is
correspondingly prepared to ensure an optimal use
of the project results, being addressed to
research organisations as well as to industry
SMEs and large companies from targeted countries
and from other member states in order to improve
the level of acceptance at EU level of cost
effective eco-buildings technologies. - Web page www.intecobuild.eu
- Through the project web-page the information on
the EU programs are available in real time, via
e-mail and the web page of the project dedicated
to this research area. - Also by accessing the web page of the project
every person/institute from EU and ACC will be
able to find/get information about the
possibilities of making a partnership with
research institutes or SMEs in the field of
eco-buildings. - We have also created a network section on our web
page where specialists from the consortium can
answer to different questions coming from peoples
and institutes, regarding the EU projects from
the field of eco-buildings practices and
technologies. - Networking
- By facilitating the contacts between research
institutes from EU and the research institutes
from the targeted countries the later will gain
experience in dealing with EU projects by working
together with experimented institutes and/or
universities. - The connection between the research institutes
and universities on one side and the SMEs and
industry on other side will be strengthened - The liaison with SMART ECO, ECO BUILD and PHDC
project will be ensured by participating at
common international cluster workshops, organised
in relation to the dissemination activities,
workshops, seminars and conference, organised by
each of the cluster projects. - The project will disseminate on large scale the
main priorities of the EU regarding the research
areas, to guide the new members and accesion
countries research activities towards specific
matters. This will allow the ACC countries
participants to co-ordinate their research areas
to the ones from the EU. - The project INTECO BUILD, is keen to mobilise the
critical mass of resources of the participant
organisations in terms of researchers, ST
equipment and cluster communication networks to
fulfil the project objectives, clearly providing
an added value in carrying out the specific
support actions at European level.

information via the project web page. - The Web page of the project is constantly
up-dated to include all new information gathered
within the project for dissemination of relevant
information in Eco-buildings sector. - The e-Newsletters will be emailed to
universities, research programmes, governmental
organisations, industrial companies and other
economic actors and to other interested parts. - It will be a tool for improving the exchange of
information between research centers and for
strengthening the liaisons with the
socio-economic sector. - By the e-Newsletters, the professors and students
in technical universities, will be informed about
the project results, to be aware of the latest
information related to the state of the art
technologies available on the market in the field
of eco-buildings - Their feed backs containing new ideas for
technological development and for market
penetration of new technological results will be
analysed and promoted on the web page of the
project. - Also a series of scientific events are organised
within this project, such as workshops,
seminaries and round tables for a number of 30-50
participants. - These events are directed towards scientists and
specialists active in the field of RES
technologies, students and young researchers,
administrators of research programmes,
governmental organisations and NGOs, decision
factors, policy makers and technology and
equipment producers. - The aim of these events is to evaluate the actual
development stage, to identify opportunities and
to address the barriers to implement commercial
application of innovative and successful
eco-building technologies and to improve
communication between the key players involved.

- Energy efficiency begins at home.
- The suggestions below might represent small steps
towards reaching the ultimate goal of 20 energy
savings, but every gesture can make a difference
not least to our energy bills. - 1. By turning the thermostat down by one degree,
you can save as much as 5-10 of your energy
bill. - 2. Do not leave your television, video, DVD
player and music system on stand-by mode. They
will continue to consume electricity. - 3. Thermostatic Radiator Valves allow you to
control the temperature of each room and thereby
reduce your energy bills. - 4. Regularly defrosting your fridge/freezer will
help keep it running efficiently. - 5. Remember not to leave your fridge/freezer
doors open for too long. For every minute they
are open, it takes a further three minutes to
reach again the set temperature. - 6. Cover saucepans and turn the heat down when
cooking. Using a lid saves half the energy. - 7. Wait until you have a full load before using
your dishwasher. - 8. Turn off the lights when you are not in the
room. - 9. Use low energy light bulbs wherever you can as
they use less than a quarter of the electricity
of standard light bulbs and last up to 15 times
longer. - 10. Insulating your loft, wall cavities as well
as your hot water tank will mean saving both
energy and money. - Saving 20 by 2020 means
- Consumer yearly savings of between 200 and
1000 for an average household. For example, few
basic insulation measures can easily save 200 on
the annual energy bill, while a further 40 can
be saved by replacing an old fridge with a more
recent and more economical (high-efficiency)
model. - Environment saving 780 Mtn CO2 by 2020, which is
twice the EU2012 Kyoto target. - Industry strengthening the competitiveness of
our economy and facilitating the creation of as
many as one million jobs in Europe.

- ACTION PLAN FOR ENERGY EFFICIENCY
- Change our electric bulbs, our boilers and our
refrigerators, insulate our houses, buy low
pollution cars, use public transport these are
some of the things we should do if we want to
protect our environment and guarantee a stable
supply of energy for our future. - Yet, in spite of record high energy prices,
increasing environmental concerns and concerns
over security of supply, Europe continues to
waste a whopping 20 of its energy possibly
even more. By the year 2020 this could cost us
well over 100 billion, as well as cause further
damage to our environment, a cost which cannot be
expressed in monetary terms. But lack of energy
efficiency also affects each and every one of us
on a far more personal level by using outdated
energy-consuming equipment and failing to take
simple measures to save energy, we are driving up
our energy bills and inadvertently raising our
cost of living. - The market alone will not enable us to make the
necessary energy savings. - The prices of electricity and petrol, which are
certainly expensive for part of the population,
do not reflect the genuine cost of energy to our
society and do not encourage consumers to take
advantage of all or part of the savings that are
available. - According to a recent Eurobarometer study on
attitudes towards energy (2006), 26 of Europeans
would continue to use their car just as often if
the price of fuel were to reach 2 euros, while 31
would use it just "a bit less often". Indeed,
at a time when energy sources are becoming
scarce, the European Union is still facing a
growth in energy consumption. Furthermore, the
room for manoeuvre on the energy supply side is
still limited. Renewable energy has not evolved
enough to replace oil and gas in a sufficient
quantity. At the same time saving energy is the
easiest, most rapid and most effective way to
answer the challenge of our energy dependence and
reduce damage to the environment.

- The consumption of energy in Europe is
substantial, while the demand growth of transport
and electricity represent the most worrying
trend. If nothing is done to reverse this
tendency, energy consumption could still increase
by almost 10 over the next 15 years. - Transport alone represents almost 20 of total EU
primary consumption. However, 98 of the
transport market depends on oil. Transport, a
vast majority of which is road, is thus
responsible for 26 of CO2 emissions. - Mobility, particularly by road, experienced
strong growth over the last 30 years. - Thirty years ago people travelled an average of
17 km per day by car, today in Europe the travel
is up to 35 km on average. Road transport also
accounts for almost 45 of freight transport, a
figure which is expected to increase further by
2010. The supremacy of road transport today is
synonymous with congestion and pollution and
costs the European economy around half a point of
GDP per year. - Buildings alone use 40 of the energy consumed in
the European Union. Too much energy continues to
be wasted in buildings because of inefficient
heating and cooling systems and lighting. - Finally, certain new phenomena also contribute to
the rise in our energy consumption, such as
increasing use of air conditioning, the craze for
gas guzzling off-road vehicles and the
introduction of the stand-by mode for electrical
equipment, which today represents almost 7 of
total electricity consumption on its own.

- The Action Plan for Energy Efficiency has an
overall objective to outline a coherent framework
of policies and measures with a view to saving a
substantial part of the 20 of EU annual primary
energy consumption by 2020. It proposes a
selection of cost-effective energy efficiency
improvement initiatives to be put in place and
implemented in the coming six years. The ambition
is to mobilise market actors and to transform the
internal energy market, with the objective of
providing EU citizens with the globally most
energy-efficient buildings, appliances,
processes, cars and energy systems. - Increased awareness and behavioural change also
represent an important pre-requisite. - Finally, energy efficiency issues should also be
addressed on a global level, in partnership with
other nations, other international organisations
and with industry. - Monitoring, reviewing and updating of the Action
Plan will be carried out, using among other
instruments, national Energy Efficiency Action
Plans (which are already required by Member
States further to Directive 2006/32/EC) and
Strategic EU Energy Reviews. - Building performance requirements and "passive
houses" the Commission will propose expanding
the scope of the Energy Performance of Buildings
Directive in 2009 and will propose EU minimum
performance requirements for new and renovated
buildings, following impact assessments. A
strategy for so-called very low energy or
"passive" houses (houses without traditional
heating systems and active cooling that feature
very good insulation levels, mechanical
ventilation systems and highly efficient heat
recovery) will be developed by the end of 2008,
to ensure a more wide-spread deployment of those
houses by 2015. The EU Commission will set a good
example by leading the way, as far as its own
buildings are concerned.

- The Energy Performance of Buildings Directive
(EPBD) Buildings Platform is an information
service for helping the implementation of the
Buildings' Directive. The aim of the latter is to
reduce the energy use of buildings without
compromising the indoor environment and services.
The implementation of the Energy Performance of
Buildings Directive provides Europe with tools
for this. The Platform was launched by the
European Commission in the frame of the
Intelligent Energy Europe, 2003-2006
programme and places particular focus on 5 main
themes calculation procedures, minimum energy
performance requirements, certification of
buildings, inspection of boilers and
air-conditioning systems and requirements for
experts and inspectors. - http//www.buildingsplatform.org/cms/
- This service is useful for practitioners and
consultants, experts in energy agencies, interest
groups and national policy makers in the 27
Member States. Its objective is to support the
full and continued implementation of the EPBD by - - Setting up mechanisms for the transfer of
information between all stakeholders - - Helping to implement the Directive by specific
actions and coordinating the activities of the
various stakeholders - - Providing input and tools to support the
Commission and the Member States in the follow-up
and evaluation of the impact of the Directive. - To accelerate the implementation of the Energy
Performance of Buildings Directive, the European
Commission is supporting the transformation
process inter alia by financing the EPBD
Concerted Action. The non-public EPBD Concerted
Action is established for the exchange of
experience concerning the implementation of the
EPBD in the Member States on working staff level.
It is of key importance in practice for all
