  • Four departments and a service unit, as follows

EPR DEPARTMENT
The Department of Studies and Research on
Permanent and Recurrent Education started to
carry out an important role for two reasons
  • In 1972 a national trade union contract
    established the right for employed workers to
    devote part of their paid working time to
    education and training activities.
  • In 1974 there were still no chairs in Adult
    Education in our universities.

The Evalutation of the Education System Commission
On 1996 a commission was set up at CEDE CEDE
received specific funding for special projects
linked to the experimentation of a model for
evaluation system functioning
1974-1999 CEDE guaranteed Italian participation
to IEA studies (on school children) and to OECD
studies (on adults), and was an associate of
ESREA, EAEA, ERDI and so on.

July 1999 Legislative decree for the President
of the Republic (n.258)
Reorganisation of the
Centro Europeo dell'Educazione and of
the Education Library, and the transformation of
the National Science and
Technology Museum Leonardo da
Vinci into a foundation. CEDE was turned into
the National Institute for the Evaluation of the
Education System (INVALSI).

A period of transition
The Institute is under the supervision of the
Ministry of Education, which issues a
directive every year establishing the strategic
priorities that the Institute must take into
account in the conduction of its activities.

A period of transition
  • The presidential decree gave the Institute the
    following tasks
  • Evaluating the efficiency and effectiveness of
    the education system, considering the Italian
    situation within a broader international context
  • Studying the causes of student failure at school
  • Carrying out evaluation activities in relation to
    user satisfaction
  • Providing support to administrations for
    evaluation initiatives carried out by the
    administrations
  • Evaluating the effects of innovation initiatives
    at national level
  • Guaranteeing Italian participation in
    international research projects within the
    evaluation field and in sectors linked to
    organisational and didactic innovation.

The National Institute (INVALSI) keeps its
administrative and accounting autonomy It can
thus autonomously program its activities in line
with the priorities established by the directive
issued by the Ministry every year on the basis of
the available funds
  • State funding.
  • Financing from agreements, commercial activities
    and other initiatives in line with the
    Institutes aims.

The personnel is now part of the research
workers national contract and their salaries are
thus included in the Institutes budget (this is
a work in progress).

into a federal system (constitutional law no. 3
of 18 October 2001)
Modification of the fifth title of the
Constitution The institutional subjects making up
the Republic are the following
  • The State and, in conditions of absolute parity,
    the Regions, Provinces, Metropolitan Cities and
    Municipalities
  • Legislative powers lie with the State and with
    the Regions
  • For the education system, in particular, the
    State will provide general guidelines and will
    contribute to Regional authority legislation,
    etc.
  • Schools will have autonomy within the general
    norms established by the Ministry and the
    legislation in force.

Delegated Law 14 march 2002
March 2002 The new government received the task
of defining the general norms on education
and the necessary levels of performance as
regards education and vocational training.
Art. 3 The National Institute (INVALSI) has a
fundamental role in evaluating the processes
of reform and in the overall evaluation of the
education system.

The 8th Ministiry Directive
  • 6 August 2002 the Ministry priorities
  • Implementation of the pilot project for the
    evaluation of the education system according to
    the guidelines of the work group operating at the
    Ministry of Education.
  • Continuation of the activities linked to the
    participation in OECD and EU international
    studies.
  • Continuation of the activities of the monitor on
    student drop-out phenomena and adult education.
  • Revision and implementation of all projects
    underway with particular reference to

  • The redefinition of INVALSIs mission.

A NEW PHASE OF REORGANIZATION
  • The Plan of 2002 activities involves four areas
  • Activities linked to the development of an
    integrated system of education and vocational
    training (these activities can also be carried
    out via agreements with local authorities and
    other institutes)
  • Activities linked to didactic innovation and to
    projects on quality in schools
  • National studies linked to the development of an
    evaluation and self-evaluation system
  • International studies.
