- MOTION proposal
- It is moved that ADCOM provide annual guidance
to an ensuing IMS with respect to registration
fees being charged or not charged to workshop and
tutorial presenters. It is further requested that
the guidance be provided not later than the Fall
ADCOM meeting preceding the ensuing IMS.

- Potential results of vote
- A yes vote for this motion would mean that
ADCOM would be required to provide specific
guidance on imposition of workshop and tutorial
presenter registration fees to the upcoming IMS
Chair, prior to the TPC meeting for the upcoming
IMS. As ADCOM policy would set the fee
philosophy, the IMS Chair would not have to take
responsibility for this contentious matter. - A no vote would mean that the responsibility
for setting and imposing or waiving the fees
would continue in the hands of the IMS Chair, and
that the protests and concerns would continue to
be expressed annually

- The financial/business part is obviously
important for every conference organizer,
interested in obtaining revenues. However, in the
case of a leading scientific conference, which
promotes emerging technologies, we should keep in
mind the different attitudes characteristic of
microwave communities in Asia/ Europe/USA/,
trying to reach a kind of consensus that would
allow us to encourage participation of prominent
individuals. -
- General fee waiving doesnt seem a reasonable
solution, however, the organizers might choose to
waive fees for up to half the number of speakers,
in case of a large number of short presentations.
If the workshop has the form of a tutorial,
conducted only by very few speakers, who deliver
hours of work, they shouldnt be made to pay
anything.

discussion - Against
- it is inappropriate and unprofessional to ask
people to give time and effort to present a good
talk and then ask them for a registration fee - treating the speakers as regular attendees
encourages them to leave after the talk, which
destroys the workshops value - we dont make speakers in the regular sessions
pay an extra fee beyond the conference fee, so
why should a workshop speaker have to pay extra? - each workshop speaker would only get that one
workshop for free, they would still pay for any
other workshops they attend as well as the IMS
sessions - Pro
- there are plenty of workshop speakers who want to
be invited, as it is an honour to them to give
presentations at an important scientific
conference - everyone should pay because what the speaker get
from the presentation is the enhanced
professional status - about 30, 000 lost income if workshop invited
speakers dont pay for registration - proposal to waive fees only for currently
unemployed presenters, for Life members or for
students
21TC Chair Rotation
- Most of the TCC subcommittees implemented the
chair rotation guideline - Other committees are encouraged to rotate the
chairs - Guideline for rotation
- Rotate if served as chair for 3 or more years
- New chairs take office on Jan 1
- Encourage international participation in
chairmanship and committee members
