- Integrated services provision by DFS (except
military TWR/APP and Tactical Command and Control
Service TACCS) - Service provision to General Air Traffic (GAT)
and Operational Air Traffic (OAT) outside of
military training areas by DFS, for OAT inside
military training areas TACCS or DFS - OAT-GAT separation outside military training
areas standard ATC separation (integrated ANSP),
separation to military training areas shared

- AMC staffed with civil and military personnel
(DFS/AFSBw), located at DFS headquarter. Tasks
include AUP/UUP and co-ordination of other
special activities.

FUA ASM LEVEL 2 - AMC PROCEDURES
- Approved Agencies collect military airspace
requests. AMC collects civil requests and
procedures Airspace Use Plan (AUP). - Updated AUP procedure used for management of
sensitive airspaces on the day of operations. - Interactions with tactical FUA In addition to
Updated AUP procedure AMC is called in as
moderator in case of problems on the day of
operations.

FUA ASM LEVEL 3 - PROVISIONS PROCEDURES
- A Letter of Agreement is the basis for the
interaction of ATC and TACCS for the level 3
co-ordination. - Direct lines are established to enable controller
to controller co-ordination. System support by
common air situation picture. - Exchange of information on tactical

- FUA level 1 Additional Cross Border Areas
- FUA level 1 Introduction of a Functional
Airspace Block (FAB) Airspace Policy Body - The permanent "FAB high-level airspace policy
body" is required to establish a joint civil and
military process.
These ideas are under discussion and
final results will be available in 2008

- FUA level 2 Introduction of a FAB Air Traffic
Flow and Capacity Management - Airspace
Management Function - The FAB ATFCM-ASM Function combines functions to
provide flow capacity management services and
airspace management services at FAB level. - The FAB ATFCM-ASM Function
- Will co-ordinate and optimise FAB-wide capacity
provision, traffic flows and use of airspace
(e.g. activation of military training areas). - Is the interface to the European network and
support the overall network performance.
These ideas are under discussion and
final results will be available in 2008

ADDITIONAL INFORMATION
- A Cross-Border Area (CBA) is established with the
Netherlands with one set of agreed rules (Letter
of Agreement) - The usage of the CBA SEA1 (Germany/Netherlands)
is jointly planned by the air forces. The result
is fed into the ASM process via the national
AMCs. - Military Key Performance Areas / Key Performance
Indicators are / will being incorporated in
detail into DFS management process and target
setting process. - Interoperable electronic support tools to support
a system-wide information flow will be developed. - Interfaces between ASM Support tools and
Controller Working Position with the aim to
transfer data automatically between the two
systems (e.g. airspace activation / deactivation)
are in the specification phase.

EXPECTIONS REG. FUA SPECIFICATION
- The FUA specification
- shall provide a common framework.
- shall lead to an improved harmonisation and
interoperability of structures (airspace and
organisation), procedures and processes. - shall be FAB-compatible.
- shall provide to the States (or FABs) the
flexibility to further enhance and improve
structures, procedures and processes. - shall provide to the States (or FABs) the
flexibility to react on specific local rules or
requirements. - shall find the balance between different local
performance requirements and the need for
standardisation.
