What is Building Schools for the Future?

• 45 billion investment to upgrade/rebuild
  Englands secondary school stock over 15 years
• Waves - Size and complexity
• Focus on buildings and ICT to support
  Governments educational reform agenda
• Transformation of secondary school function
  learning
• To be visionary and innovative to create exciting
  learning environments
• Estimated 10 could be used for sports facilities
  so potentially 4.5billion over the next decade

What BSF Can Fund

• BB98 document provides guidance for the
  allocation of space. As a general guide, a new
  build medium sized (1200 places) secondary school
  is likely to have the following sport and
  cultural facilities
• 1 x 4 Court Sports Hall
• 1 x Activity Studio (at least 145m sq. 10m high
  with sprung floor for dance)
• ¾ sized hard surfaced Multi-Use Games Area (2,500
  3,000m² which is the equivalent to 3 to 4
  netball courts)
• 400m grass athletics track
• Winter and summer overlapping pitches for
  football, cricket, hockey etc.
• 2 x sets of pupil changing rooms and showers
  (changing generally for half a year group, one
  shower for every six or seven pupils. Must also
  include at least one accessible changing area)
• 1 x Main Hall (for assemblies, exams,
  performances, community events)
• 1 x Drama Studio

What BSF can fund

• We would encourage local authorities to vision
  beyond the standard BB98. What is really needed
  and can it be evidenced?
• Dedicated community use space is not funded under
  BSF - only dual use spaces will be considered.
  Additional funding will need to be explored for
  this and it is easier to add on to a
  traditionally procured refurbishment rather than
  a new build PFI.
• Synthetic Turf Pitches are not funded under BSF
  unless there is going to be loss of playing
  fields and a synthetic surface is required to
  compensate for loss. However, with additional
  funding from partners, the school could increase
  for example the ¾ hard surfaced MUGA to a full
  size MUGA.
• BB98 document is not mandatory but is 'guidance'
  however, the funding allocation is based on the
  formula and space dimensions set out in this
  document, so most architects will probably are
  adhere to it MAKE THE CASE!

Objectives and challenges

• Protect existing sports facilities e.g. playing
  fields and sports halls, and where appropriate,
  secure equivalent or better replacement facility
  provision.
• Protect previous investments on school sites e.g.
  previous lottery funding of facilities and
  maximise investment into sports facilities.
• Promote investment opportunities for added value
  and creativity Local Authority, Lottery, NGBs,
  Regeneration, Section 106 and Developer
  Contributions.
• Revenue funding to sustain community use
• Provide a high quality environment for PE and
  sport for children and young people in the
  curriculum and as part of the 5 hour offer.
