Key issues

• The responsibilities for road transport and
  traffic legislation are divided over more than 10
  ministries making effective coordination
  difficult
• No licence system until 2004 for domestic road
  transport no data about market
• Road safety higher on the Turkish political
  agenda

What do we look at?

• Access to the profession and the market
• Competition, state aid and fiscal instruments
  road user charges and fleet renewal
• Social aspects driving and resting times
• Type approval of vehicles
• Transport of dangerous goods, waste and animals
• Transit systems and border controls
• Inspections and enforcement

Tentative findings

• Project started May 11, 2006 and will run until
  November 2007
• Legislation over all in conformity with EU
  legislation
• Law on road transport complex licencing system
  burden on authorities and industry
• Coordination can be improved
• Enforcement can be improved

• Proposal for a fleet renewal scheme
• Proposal for an information and monitoring scheme
• Recommendations on a licence system
• Proposal for transparent institutional
  arrangements
