    political and social issues about the nature of
    South African state in the 1990s and early 21st
    century. Picard argues that the structural
    legacies of the apartheid state embedded in the
    planning, bureaucratic and administrative systems
    of government have a continuing influence on the
    success of the new democratic government in South
    Africa. The thesis is that political and
    bureaucratic institutions are important. The book
    examines the nature of such institutions in
    apartheid and post-apartheid South Africa by
    focusing in particular on continuity and change
    in relation to issues such as affirmative action,
    patronage, and corruption. The conclusions,
    following this, are that there is much to be
    learnt about the current state of the state from
    past practises. Louis A Picardis a professor
    in the Division of International Development,
    Graduate School of Public and International
    Affairs, University of Pittsburgh.
