• (1589) Henry IV-guaranteed freedom of worship and

• (1617) Cardinal Richelieu- installed intendants
  to govern the French provinces

• (1643) Louis XIV- built a huge palace at
  Versailles and believed in Divine Right
• Louis fought several wars to expand France which
  threatened the Balance of Power

• (1725) Peter the Great- wanted to gain warm water
  ports to develop Russia
• He modernized the army and reorganized the church
  to give him more power.

  argument of who has more power, king or
  parliament
• Cavaliers- supported the king
• Roundheads- supported the Parliament
