Project summary

• MAIN OBJECTIVE The RES PUBLICA project aims at
  involving all public and private stakeholders in
  the energy sector to produce bottom-up
  Sustainable Energy Programmes in 6 EU communities
  with a common methodology inspired by the Local
  Agenda21 process
• PARTNERS Provinces of Genova, Modena and Parma
  (IT), Coordinamento A21 locali (IT), Landkreis
  Neuburg-Schrobenhausen, Stadt Neuburg an der
  Donau (DE), Lake Balaton Development and
  Coordination Agency (HU), Diputaciò de Barcelona
  (ES)
• MAIN EXPECTED RESULTS
• 6 Sustainable Energy Programmes and 1 Common
  Methodology
• 6 Pre-feasibility plans for the implementation of
  the main priorities and tasks
• Creation of a Network at National and EU level of
  Sustainable Energy Communities and its
  enlargement outside the project countries

Background

• Sustainable Energy Communities are communities
  in which all relevant stakeholders co-operate,
  favouring renewable energy sources and a more
  efficient use of energy
• The TARGET of the activities is the community
  itself, including Public Administrations, public
  and private market actors (including SMEs),
  research organisations, civil society and policy
  makers at all levels
• The OPPORTUNITY given by a bottom-up approach to
  energy strategy development is that all
  stakeholders will be involved in defining the
  main priorities for the future and they will
  participate in preparing local agreements and
  concrete actions to be implemented

Objectives

• Local improvement towards sustainable development
  and a more effective use of Renewable Energy
  Sources (RES)
• Creation of synergies at local level between
  policy makers, the citizenship and market actors
  through the methodology of implementation of
  Local Agenda 21
• Production of bottom-up intelligent-energy
  strategies at local level in different EU
  countries
• Creation of a network at EU level for the
  exchange of best practices and project results on
  Renewable Energy Sources (RES) and Rationale Use
  of Energy (RUE)

Main steps

• Production of a Common Methodology for the
  organisation and facilitation of the Fora and the
  production of Local Programmes in order to make
  benchmarking activities and the exchange of best
  practices easier within the partnership
• Creation in each area involved in the project of
  a Local Forum and thematic working groups
• Discussion and validation of Sustainable Energy
  Programmes including suggestions for the updating
  of local planning tools (such as mobility plans,
  building codes etc.)
• Production of pre-feasibility plans for the main
  priorities foreseen in the Sustainable energy
  programmes
• Creation of local networks among all the
  interested stakeholders and of a larger NETWORK
  at EU level for benchmarking and exchange of best
  practices

• Implementation of the Fora in each partner

• 6 Sustainable Energy Programmes probably 7 (2
  in Germany)
• 3 feasibility plans for the main tasks of each
  Programme
• 1 International workshop (June 2008 - Germany)
  and 1 Final Conference (Italy)
• National Network enlargement (5 public
  administrations from each partner country
  involved in the network)
• International Network enlargement (2 public
  administrations from two EU countries outside the
  partnership)
• 1 International Cooperation Agreement
• 1 Exploitation plan (including at least 2 new IEE
  project proposals)
• 1 final publication

• Common Methodology for the creation and
  facilitation of a Sustainable energy forum
• Common methodology Methods for building up a
  participated sustainable energy programme
• Forum completed in 7 partner areas (instead of 6)
• Sustainable Energy programmes drafted for all 7
  forums
• A collection of local projects (project
  catalogues) to implement the local programmes
• Updating Web site (www.respublica-project.eu)
  availabe in English and in partners local
  languages

• Involvement of more than 30 participants in each
  forum
• Draft of Common Guidelines for the definition of
  a monitoring system for the local projects
• Dissemination tools produced
• Constantly updated Dissemination plan
• project pamphlet (available in all project
  languages)

• dissemination through seminars exhibitions and
  conferences at local level

Results achieved (30.06.2008)

• First national network enlargement activities (in
  Italy was launched a Working Group on Energy
  dedicated to Italian provinces the first
  meeting took place in Rimini in June 2008).
• Participation in the Sustainable Energy Europe
  Campaign (SEE)
• Planning of First International Workshop (next
  3rd and 4th of July Neuburg)
• Implementing of some local project proposed by
  Forum in PGE area.
