Dans le cadre de lUnion de la Méditerranée, les
participants recommandent

• Dutiliser la structure du Groupe  Marinfo-Yacht
  info Sud  pour mutualiser le renseignement utile
  (y compris léchange primaire et le feedback)
  dédié à la lutte contre le trafic illicite par
  conteneur maritime et par petit bateau de
  plaisance (Yacht).
• Détendre laccès du réseau de communication
  sécurisé AFIS (Anti Fraud Information System), en
  particulier les applications informatiques
  MARINFO et YACHTINFO dédiées à la lutte contre le
  trafic illicite par conteneur maritime et par
  bateau de plaisance (Yacht).
• De notifier les rapports de saisie (retenue) de
  marchandises à lOrganisation Mondiale des
  Douanes (OMD) par la voie du système sécurisé
  AFIS en assurant linteropérabilité avec le
  système CEN (Customs Enforcement Network) de
  manière à éviter la double saisie de données.
• De désigner et de mettre à jour le point de
  contact officiel par pays pour lapplication des
  mécanismes dassistance mutuelle visés dans les
  accords Stabilisation et/ou dAssociation.
• De préparer une opération douanière conjointe
  avec les pays qui décideront de participer et de
  déterminer, sur base dun accord commun entre les
  pays participants, le champ dapplication et les
  objectifs dune telle opération.
• De rechercher les financements nécessaires pour
  assurer la formation et lassistance technique
  ainsi que pour mettre en uvre des actions
  opérationnelles (p.ex.opérations douanières
  conjointes) dans le cadre de la procédure
  dassistance administrative mutuelle en matière
  douanière visée dans les accords de Stabilisation
  et/ou dAssociation
• Dexplorer la possibilité détendre le Réseau de
  Communicateurs Anti Fraude (OAFCN) aux
  partenaires intéressés dans le cadre de lUnion
  de la Méditerranée

Within the framework of the Mediterranean Union,
the participants recommend

• To use the structure of the  Marinfo-Yacht info
  Sud  Group with a view to put in common
   intelligence data  (including initial
  information and feedback) dedicated to the fight
  against illicit traffic by sea container and by
  small vessel (yacht).
• To extend the access to the secured communication
  platform AFIS (Anti Fraud Information System), in
  particular the IT application MARINFO and
  YACHTINFO dedicated to the fight against illicit
  traffic by sea container and by small vessel
  (yacht).
• To notify reports of seizure (retention) of goods
  to the World Customs Organisation (WCO) via the
  secured communication platform AFIS (Anti Fraud
  Information System), in assuring the
  interoperability with the CEN system in order to
  avoid double keying of data.
• To designate and to update an official contact
  point per country for the implementation of the
  provisions related to mutual administrative
  assistance in customs matters provided for in the
  Stabilisation and/or Association agreements.
• To prepare a joint customs operation to which the
  countries who decide to participate and to
  determine in common agreement between the
  participants countries the scope and the
  objectives of such operation
• To seek the necessary funding with a view to
  assure training and technical assistance as well
  as to implement the operational actions
  (e.g.joint customs operations) within the
  provisions related to mutual administrative
  assistance in customs matters provided for in the
  Stabilisation and/or Association agreements
• To explore the possible extension of OLAF
  Anti-Fraud Comunicators Network (OAFCN) to
  interested partners within the framework of
  Mediterranean Union
